Ad Hoc Committee on Statelessness and Related Problems, United Kingdom: Revised Draft Proposal for Article 1 (E/AC.32/2)

In view of the Committee's decision to confine the draft Convention in the first instance to refugees, the previous draft proposed by the United Kingdom delegation has been revised so as to read:

1.     In this Convention, the expression "refugee" means, except where otherwise provided, a person who, having left the country of his ordinary residence on account of persecution or well founded fear of persecution, either does not wish to return to that country for good and sufficient reason or is not allowed by the authorities of that country to return there and who is not a national of any other country.
