No information concerning the address of the offices of the Movement for Democratic Change (MDC) in Bulawayo, the letters of recommendation delivered by these offices to members of the MDC who wish to obtain refugee status abroad, the procedure to obtain an MDC membership card, or the description of the membership card, its cost and the persons who sign it, nor any samples of the letterhead of the MDC offices in Bulawayo or of the membership card could be found among the sources consulted by the Research Directorate within the time constraints of this Response.

However, in an e-mail message dated 6 July 2001, the Secretary General of the Movement for Democratic Change in Harare indicated that:

all correspondence from the MDC emanates from the Secretary General's office and that therefore any support for political asylum for and on behalf of any member of the party would emanate from my office. The Bulawayo office or any other provincial or regional office of the party is not authorised to issue any letters to anyone seeking political asylum. Indeed, it is the policy of the party not to support any applications for asylum as we believe that all Zimbabweans must remain at home in the struggle for freedom and democracy.

On the basis of these considerations, the Secretary General stated that the questions sent to the MDC concerning the address of the offices of the Movement for Democratic Change (MDC) in Bulawayo, the letters of recommendation delivered by these offices to MDC members who wish to obtain refugee status abroad, the letterhead of these offices, the procedure to obtain an MDC membership card and the description of the membership card, its cost and the persons who sign it were not relevant.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
