The only reference to a rally organized by the Young Congress of the Uganda People's Congress (UPC) was found in Human Rights Watch World Report 1999. "Police ... disrupted and halted a July 25 [ 1998] public lecture on the proposed land act at Islamic University in Mbale, sponsored by Uganda People's Congress-aligned Young Congress of Uganda" (YCU) ( 1998, 81).
