Date of entry into force:04 March 1991

1.

Requirements for appointment The requirements for the appointment to undertake the post and duties of the office of the aliens' ombudsman call for the incumbent, by expedient action, to show such aptitude and ability as may be required to effectively undertake such a post and duties.

Other requirements shall be:

1That the aliens' ombudsman shall have passed the relevant higher school examination, have experience in administrative tasks and have a fully satisfactory knowledge of written and spoken English.

2That the senior inspectors and official presenting cases in the office of the aliens' ombudsman shall have passed the appropriate higher school examination and have a fully satisfactory knowledge of written and spoken English.

The aliens' ombudsman shall be appointed by the President of the Republic at the request of the State Council, for a specified period which shall be not more than five subsecutive years, without the post having been declared vacant.

Other personnel shall be nominated or appointed by the Ministry of Health and Social Welfare.

3.

Regulations The Ministry of Health and Social Welfare shall, as appropriate and at the request of the aliens' ombudsman, establish regulations relating to the office of the aliens' ombudsman.

4.

Reporting The aliens' ombudsman shall present an annual report on his field of activities to the Ministry of Health and Social Welfare.

5.

Entry into force This Decree shall enter into force on 4 March 1991.

The measures which the implementation of this Decree entail may be taken prior to its entry into force.
