The Action Plan for Ukraine 2015 – 2017 is a joint initiative of the Council of Europe and Ukrainian authorities. This Action Plan intends to support Ukraine in fulfilling its statutory and specific obligations as a Council of Europe member state and to contribute toward addressing fundamental issues of human rights and rule of law in Ukraine
