The right to freedom of expression is legally guaranteed in Article 23 of Monaco's constitution, and the press operates freely. No press freedom violations were reported during 2003. The penal code prohibits insults of the monarch and royal family. No daily newspapers are published in Monaco, but French papers cover news from the country. There are two state weeklies: Journal de Monaco (published by the government) and Monaco Hebdo. The only television station is TV Monte-Carlo. Three radio stations cover the country: Radio Monte-Carlo Info, a French-language news and talk network; Radio Monte-Carlo, an Italian-language network, and Radio Monte-Carlo Moyen Orient, a pan-Arab station, now based in Paris and operated by Radio France Internationale.
