The Minister and Consul of the Embassy of the Republic of Bulgaria provided the following information based on Bulgarian legislation on citizenship in a 25 March 1998 letter sent to the Research Directorate:

"A Bulgarian citizen shall be anyone born of at least one parent, holding a Bulgarian citizenship, or born on the territory of the Republic of Bulgaria should he or she not be entitled to any other citizenship by virtue of origin..." in other words, unless the person born on the territory of the Republic of Bulgaria of parents foreign subjects has not acquired foreign citizenship by virtue of origin, the person would be a Bulgarian citizen by virtue of the place of birth.

Please consult the attached document on Bulgarian legislation on citizenship in accordance with the Constitution of the Republic of Bulgaria for additional information.
