According to an officer of the Middle East Relations Division at External Affairs, in order to obtain an employment permit in Qatar, a person must receive an offer from an employer or a sponsor (5 March 1993). The source at External Affairs added that the sponsor must apply for a work permit to the Ministry of Labour (Ibid.). In general, because the Palestinians are associated with a variety of political activities in the Middle East, they are frequently subjected to greater scrutiny than are other foreign workers applying for jobs in Middle East countries (Ibid.).

According to Decree 14 which organises the recruitment of foreign workers, "...no natural or legal person is allowed to recruit workers from abroad for others without the permission of the Minister of Labour, Social Affairs and Housing" (Middle East News Network 12 April 1992). Reuters reported that Qatar expelled scores of Palestinians in 1990 (4 Sept. 1990).
