The following information, dated 25 October 2001, was provided by the Protection Division of the International Committee of the Red Cross (ICRC), Geneva.

Is ICRC able to provide documents attesting to the detention/imprisonment of persons in facilities operated by the Palestinian Authority?

During the past years the position of the ICRC has been not to issue CoD (Certificate of Detention) to persons who have been detained under the responsibility of the Palestinian Authority.

It is to mention that, in very few cases, the decision was taken "ad hoc" to issue CoD on the grounds that the competent authority was not ready to provide a document attesting to the detention, or that the concerned person was not able to request himself such a document from the competent authority.

Will ICRC supply such documents at the request of a third party or only at the request of the person who has been incarcerated?

It is the ICRC's general policy to provide attestation only upon the request of the concerned person.
