On 19 March 2001 an official at the High Commission for the United Republic of Tanzania in Ottawa stated that the document is issued by the police to notify the public that a certain person suspected of having committed an offence is being sought by the police. The document provides information about the wanted person and his or her alleged offence, as well as a photograph of the wanted person. The document is signed by a police officer. The official at the High Commission stated that it would seem to be unlikely that a "police form 10" would be given to a person who had paid bail for a person who absconded, because the document deals with a person who has not yet been arrested.
