An article published in The Economist states that "there are still tight quotas on the number of people who can win naturalization" (6 Aug. 1993, 45). However, according to a representative of the Commission on Security and Cooperation in Europe (CSCE) in Washington, DC, although there are quotas for the number of immigrants allowed to enter Estonia, there are no provisions in the Estonian Foreigners Act (or Aliens Act) for quotas on the number of people eligible for Estonian nationality (4 Oct. 1993). This information provided by the CSCE representative was corroborated by a representative of the Consulate of Estonia in Toronto (5 Oct. 1993).

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
