According to a spokesperson at the Commission on Security and Cooperation in Europe (CSCE) in Riga, the Law on the Entry of Foreign Citizens and Stateless Persons in the Republic of Latvia, a copy of which is attached to Response to Information Request LVA18159.E of 8 June 1994, took effect on 1 July 1992 and is currently in force (13 Oct. 1994). This law applies to foreign citizens and stateless persons who enter the Republic of Latvia after the date the law took effect, and foreign citizens and stateless persons residing in Latvia without a permanent registration permit (propiska) at the moment the law took effect (ibid.).

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
