A representative of the Embassy of Saudi Arabia in Ottawa provided the following information on the above subject during a telephone interview on 27 August 1992.
Saudi nationals who wish to marry foreign nationals are required to apply to the Ministry of the Interior for permission. There is a possibility that permission may not be granted. This law applies to all Saudi nationals who wish to marry foreigners regardless of the nationality of their future spouses.
Unless the Saudi authorities issue permission to a Saudi national to marry a foreigner abroad, that marriage will not be recognized in Saudi Arabia; this Saudi national may not bring his/her spouse to Saudi Arabia.
