The DIRB cannot speculate on possible situations, and therefore can only report on subjects covered by information found in publicly available sources. An official of the Embassy of the State of Israel in Ottawa and a representative of the Palestine Liberation Organization (PLO) office in Washington both stated that at present there is no such thing as Palestinian citizenship (30 May 1995). The two sources also mentioned that the repatriation of Palestinian nationals from abroad still has to be negotiated (ibid.). For general information on "Israeli Arabs," please refer to the attached article.
This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
