Comments	This addendum (E/CN.4/Sub.2/2003/23/Add.3) to the final report of the Special Rapporteur on the rights of non-citizens (E/CN.4/Sub.2/2003/23) contains a sample of the human rights problems faced by non-citizens in many parts of the world. This addendum derives from three principal sources of information: First, the addendum attempts to reflect some of the most important information revealed by the quite substantial number of responses received from 22 Governments,1 7 intergovernmental organizations,2 and 4 nongovernmental organizations,3 plus the Committee on the Elimination of Racial Discrimination and the United Nations.
