In the attached excerpt of a report by the Commission on Security and Cooperation in Europe, reference is made to "Ukraine's new Law on Alternative Service" with no date given as to when it was passed. It goes on to say that

On December 12, 1991, the Ukrainian parliament adopted a law dealing with conscientious objection. Citizens who belong to religious organizations existing in accordance with legislation whose beliefs prohibit service in military forces have the right to alternative service....

With respect to implementation, parishes of various denominations are being registered throughout Ukraine,... (January 1993, 58)
