According to media reports, the first blast went off on Thursday evening on the outskirts of Makhachkala when a car laden with explosives was detonated near a traffic police checkpoint, causing no fatalities.
A second car bomb reportedly went off 15 minutes later, hitting policemen, rescue workers and passersby who had gathered at the scene.
In a statement issued by his spokesperson on Friday, Mr. Ban expressed his deep sympathy and condolences to the victims of these "heinous acts" and their families, and to the people and Government of Russia.
