Comments The following report was commissioned by the International Crisis Group (ICG) to provide an initial assessment of the current situation in Cambodia. It is intended to provide a summary of recent developments and offer some thoughts on possible future directions. The report was researched and written by an independent political analyst based in Phnom Penh. Over the coming weeks and months, ICG will be continuing its investigations into this issue and inviting input and discussion from a variety of sources. The possibility of siting a long- term ICG monitoring team in Cambodia is under consideration. The purpose of such an effort would be to contribute a source of independent, on-the-ground analysis and to develop practical recommendations for implementation by governments, international organisations and others.
