In deciding whether a Somali national who could not be deported to Mogadishu could be deported to Puntland instead, the reasonableness test contained in UNHCR’s guidelines on IFA should be applied, i.e. whether the applicant can lead a relatively normal life without facing undue hardship in the intended place if relocation.
