Vietnam: 1. Is there information that would generally support, or not support, the assertion that the situation in Vietnam has become worse for homosexual men in recent years (say since 2007 when VNM32466 was prepared)? 2. Philippines: 1. What is the CAFGU? 2. Do authorities have financial programs to assist the livelihood and reorientation of former rebels?
